For one, the user is a center of gravity, meaning that depending on the user's position, the world around them will shift, leading to Cape Canaveral flipped onto its side, and theoretically, able to be flipped on its head, sending everyone in the vicinity plummeting into space.
Another thing is its actual ability, to turn something inside out, causing a lot of pain and possibly death to whatever it strikes, with the only exception being a Mobius Strip with no inside or outside.
And the fact that C-Moon is remote-controlled and not automatic allows for it to be more precise with its strikes and movements, while also allowing its user to know what the stand sees and hears directly at longer ranges than most stands.
If SO just had C-Moon be the final boss of the part, I'd be fine with that because of how powerful it is. But Araki decided that being able to send an entire state's population into space wasn't enough and gave Pucci Made in Heaven, a slightly less interesting but significantly more powerful stand.
